Andrew Raffell successfully prosecuted and secured a 7:0 conviction after a 12-day trial for Conspiracy to Traffic in Dangerous Drugs

In HKSAR v. Wong Ka-ho (D1) and Chin Yin-ling, Elaine (D2) (HCCC 203/2021 and HCCC 141/2023 (Consolidated)), Andrew Raffell was the Prosecutor conducting a Conspiracy Trafficking in Dangerous Drugs case in the High Court.

D1 and D2 were identified as drug bosses by the main prosecution witness. D1 and D2 had jointly arranged, supervised, and financed two drug trips to Bangkok and Ethiopia for this prosecution witness.

The case primarily focused on the roles and culpability of D1 and D2, particularly their roles as "loan sharks" who exploited the financial needs of their debtors. Due to outstanding debts, the main prosecution witness was coerced into complying with D1 and D2's arrangements to traffic significant quantities of cocaine into Hong Kong.

Both D1 and D2 were defended strongly by two able counsels. After a 12-day trial, the jury delivered a 7:0 conviction for both D1 and D2.
