About Warren

Warren Suen is a dual-qualified barrister and registered architect. He is an arbitrator listed on the joint panel of the Hong Kong Institute of Architects (HKIA) and the Hong Kong Institute of Surveyors (HKIS). Warren appears as a sole advocate or led junior before various levels of courts and tribunals in Hong Kong. His practice covers a wide range of civil and commercial matters, with an emphasis on land, construction, commercial disputes, and building management. Recently, he represented a petitioning subcontractor in the winding-up of Paul Y. Interior Contractors Limited. In criminal proceedings, Warren has defended main contractors and subcontractors in industrial summonses and has been instructed by the Department of Justice to prosecute. He also accepts instructions in relation to international arbitration, mediation, disciplinary proceedings, and hearings before statutory boards and bodies.

Warren holds a Master of Laws (LLM) from the London School of Economics and Political Science (LSE), where he specialised in international arbitration, conflict of laws, and international business law. His legal training was completed through pupillage under Mr Simon Wong, Mr Calvin Cheuk, Mr Benny Lo, Mr Jeffrey Tam, Ms Amanda W M Li, and Mr Solomon Lam. During this period, he received the Society of Construction Law Hong Kong Scholarship.

Warren’s expertise in construction matters is attributable to his architectural background. He graduated from the Manchester School of Architecture on scholarship, and his professional experience includes positions in international architecture firms administering large-scale building projects across Hong Kong, Mainland China, and the Middle East. Recently, he has been appointed as the chairman of the HKIA Contracts and Dispute Resolution Committee.

In public service, Warren holds several appointments, including positions with the Hong Kong International Arbitration Centre (HKIAC), the Occupational Safety & Health Council, the Administrative Appeals Board, and the Criminal and Law Enforcement Injuries Compensation Boards. As a committee member under the Construction Industry Council (CIC), he regularly sits on the panel of regulatory proceedings concerning contractor misconduct, underscoring his dedication to construction safety.

Warren is actively involved in alternative dispute resolution (ADR), an interest cultivated during his studies at LSE, where he represented the institution in the Willem C Vis International Commercial Arbitration Moot and received the Pieter Sanders Award. He previously served as a director of the Joint Mediation Helpline Office (JMHO) and recently concluded his representation of the HKIA in matters concerning the Construction Industry Security of Payment Bill. As a member of the HKIAC Appointment Advisory Board and the Joint Dispute Resolution Committee of the HKIS and HKIA, Warren advises on and participates in the appointment of arbitrators.

In addition to his legal practice, Warren has been engaged by tertiary institutions as a part-time lecturer in law. 

Warren is fluent in English, Cantonese, and Mandarin, with additional proficiency in Taishanese.
